In the current legal framework, a license can theoretically allow a work:
To be used freely
To be used non-commercially
To be used with attribution to its author, publisher or sponsor
To be used with notification of its author or rights owner
Just as easily, those uses can be denied. It is important to note that all possible rights of use can be given in exchange for money, or sold altogether.
Any license in the fields of culture known to me is a set of different features from the above list.
